Job Description:

This position is the lead management position for Production Support Operations, including Manufacturing Engineering, Test Engineering and Sustaining Engineering activities. This critical role in the organization will manage all active products from the design (DFM/DFT inputs) through to product’s end of life in terms of producibility, testability, and sustainment.

Essential Duties and Responsibilities include the following but are not intended to be limiting.

Administrative – Resources
• Ensure Time Cards for all departments are accurately completed and approved to the fidelity demanded by management
• Coordinate, schedule and approve all PTO requests
• Ensure department resources are utilized efficiently and in line with organizational goals of Labor utilization measurements
• Create and analyze Headcount Forecasts in accordance with organizational demand planning
• Conduct Performance Reviews for all assigned resources and coordinate with technical leads for applicable technical feedback
Overhead planning and Execution
• Plan, Monitor and Control Labor and Non-Labor Overhead Budgets for the Production Support Department.
• Establish, monitor, and control department budgets, including bulk material, indirect labor, miscellaneous expenses, capital, and head count.
Lead the Manufacturing, Test and Sustaining Engineering teams and participate in the following activities:
• Evaluate manufacturing processes by designing and conducting activities; applying knowledge of product design, fabrication, assembly, test, tooling, and materials; conferring with equipment vendors; soliciting observations from operators
• Ensure efficient and effective manufacturing and production operations support to company objectives for sales, finance, engineering, and project/program management, using data driven analytics and process metrics
• Develop manufacturing processes by studying product requirements; researching, designing, modifying, and testing manufacturing methods and equipment; conferring with equipment vendors
• Coordinate with Production Operations and Provide all Production Labor bids for new/recurring production programs, proposals and quotes to Management
• Develop, train, and maintain all product work instructions to support a consistent manufacturing process providing a quality product in reducing variability, scrap and rework
• Coordinate with Production Operations and Provide all Estimate to Complete(ETC) /Estimate at Complete(EAC) Production Labor bids to Management and Program Office
• Support manufacturing decision-making information by calculating production, labor, and material costs; reviewing production schedules; estimating future requirements
• Employ Process Engineering techniques such as Lean Six Sigma methodologies to improve manufacturing efficiency by analyzing and planning work flow, space requirements, and equipment layout
• Lead the Failure Reporting, Analysis and Corrective Action System (FRACAS) board in the collection, review and analysis of all production yield, failures, defects and process anomalies in order to identify root cause and correction
• Prepare product and process reports by collecting, analyzing, and summarizing information and trends
• Work directly with Production, Design Engineering, Operations, Quality and Sales personnel to ensure timely manufacturing solutions are achieved.
• Maintain product and company reputation by complying with all pertinent regulations
• Keep assigned equipment operational by coordinating maintenance, calibration and repair services
• Attend, participate, organize or initiate company/group meetings in order to support company goals, status reporting, and department improvements: These should include as a minimum: Proposal RED team review, Program Kick-off, Contract Reviews, MRRs, CDRs, TRRs, MRRs, and staff
• Support production meetings and as necessary with respect to Manufacturing, Sustaining and Test Engineering
• Support KPI metrics to measure, monitor and control the operational health of functional groups within each department
• Develop, train, and expand department’s general knowledge base with respect to: Lean Manufacturing, Visual Manufacturing, Statistical Process Control (SPC), and Root Cause Analysis (RCA)
• Assist in the establishment, measurements, and control process of EPICOR and time standards for all production process steps
• Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies

Qualifications:
• Bachelor's Degree (B.S./B.A.) from a four-year college or university and ten years or more years related experience and/or training in manufacturing, electronics assembly and production, RF test, data analysis, Technical Program Management or an equivalent combination of education and experience.
• Ability to work under demanding delivery schedules to meet company and customer commitments.
• Proficiency in MS Office.
• Excellent communication skills both verbal and written.
• Excellent project management skills.
• Must be able to effectively communicate effectively with internal and external customers and vendors.
• Working knowledge of EPICOR MRP system.
• Lean Six Sigma experience highly preferred.

Must be a US Person and be able to obtain a US Security Clearance.
